Why this happens
- The confirmation or refusal-check allowance is zero or exhausted; these are separate workspace-wide calendar-month quotas.
Before you retry
Resolve the issue first. Do not loop on this error. For an uncertain POST result, keep the original body and idempotency key; use a new key only for an intentional new operation.
