Why this happens
- The form data is incomplete or has the wrong shape.
- Variables are malformed, named variables are not lower_snake, or positional variables are not contiguous from 1.
- An approved template category or parameter format was changed during an edit.

Trying again without changes returns the same error. Complete the steps above first.
