Open the form in Channels > WhatsApp account > Flows, check the errors under Review these errors, fix them, save, and then publish again.

Why this happens

The flow JSON is not valid JSON or is not a JSON object.
Meta reported validation errors for the flow, so it cannot be published.

Trying again without changes returns the same error. Complete the steps above first.
